License Plate Sticker Removal.

I heat the plate up with a hair dryer and work very slowly. You can't be in a hurry because the stickers were designed to tear up if you remove them.

What you are doing is cutting the adhesive layer in half with the razor blade.

If you are good enough you will end up with a sticky spot on the plate and enough adhesive left on the sticker to reapply it to another plate.

As the sticker comes up a little, you can carefully bend the sticker slightly up and out of the way as you make numerous passes
cutting the adhesive in two.

Be careful NOT to pull or bend too much on the sticker or it will be ruined.

I have used this process to separate layers of stickers, one at a time.

The older the sticker, the more patience you will need. Sometimes if you can't get a starting point on one end, you can try the other end and go from there.
